Indeed they are. And he knew this all along, but was happy to lead them to victory (had it worked out I mean) as long as it would have landed him on top.
Most of them are infuriatingly ignorant, but he's proven to be cunning. Which I find far worse.
And my argument about solipsism stands. My guess is that he feels he can excuse this by some kind of 'born to a greater destiny' bullshit.
