he can't govern, he can't rightfully put in place a new cabinet, no one will take him seriously and he'll be a dead duck with a huge great target on his side

But don't they break up for summer holidays soon? Does that have any impact? Would a new leader want to come in now, only for parliament to close up for a couple of months

Exactly. It's a saving face measure. Quite a good one too imo. Gives time for a transition and for everyone to get back on board and say what a jolly good chap he was for getting Brexit done and beating Covid.
