    you're almost identical pace to me. I've definitely found going out sensibly helped.
    My recent two were Vitality 10k - first km in 3:50 (which felt like holding back), then sped up through the race to 3:30 for the last few km (helped by a bit more downhill in the 2nd half). probably sandbagged too much in the first half as I ended up with 18:40 for the first half and 17:55 for the second.

    Folkestone better paced. Started out a little bit quick as it was a small field and I got caught up with the lead runners before letting them go and worrying about my own race. started out 3:35 (actually morelike 3:25 before letting them go after a couple of mins) then dropped to 3:45 before then working back to 3:35 and dropping off a bit to 3:40s. certainly better paced overall and splits I think were almost even.

    But yeah - start slower than you think you should, certainly for the first km until HR settles
