Spent 4 happy years doing that when I used to work for a local council.
Except that I got breakfast from the cafe next door, and didn't generally talk to my colleagues if I could avoid it.
As we had a time card system, hours built up and I could take a day off every other week. :-)

The complaint was the other way around - apparently it's a problem if people want to turn up at 7:30 and chat shit / eat breakfast for 90 minutes before starting work at 9:00
