Changing maritime fuel regulations is one of the most glacial processes I have come across.
I was lucky enough to have a chance to visit the IMO and UN to watch the last few voting stages of the following law change to happen. Apparently it took 14 years of negotiations involving all member states just to agree to regulate the amount of Sulphur in fuels. Madness.

Not really. They already have priority parking for some groups. For example when my mum was using a wheelchair after breaking her ankle we were put in a space next to a lift.

Presumably the current boats don't have enough surplus electricity generation but perhaps the next lot will.
