Have the rules changed to accommodate this bike? If not, it was already within the rules, or what, the UCI lets big companies push them around?
Why does the UCI care what companies want? Where's the incentive? They own the playing field.

UCI mainly work in the 2D realm. From a side view, all the tubes will fall within the boxes that the UCI allows for them, or the so-called 'compensation triangles'. The rules did change recently (hence the deluge of new aero bikes) to increase the size of the compensation triangles and allow more aero tubes. The UCI doesn't let big companies push them around, especially since Michael Rogers has been 'innvoation manager'. The bike industry as a whole has an influence at the UCI, represented by the WFSGI.
