The ellipsis miss quite a crucial part of that quote that totally change the meaing.

You cannot do paid or unpaid work for a UK company or as a self-employed person as a visitor.

I'm not really sure what the meaning is. It could be either way. I think you would need to dig out the legislation and maybe even court judgements to be sure.

I don't think it reads as "you can't do work for a UK company as a self-employed person as a visitor" but IANAL.
