Nice, wonder who built it?

It has twin eyes on the rear dropout and rack braze ons. Not a racer but a light tourer. Late 70's or early 80's looking at the style. Sometimes labelled a demi-course :)

Interesting, my girlfriend's bike looks identical, with the same "renovated by" Argos decals. When i bought it (as a frame) off here, the original seller thought it was some sort of Dawes.
