Yep. The basis of the original movie is https://en.wikipedia.org/wiki/United_States_Navy_Strike_Fighter_Tactics_Instructor_program
The sequel is set in Naval service too, hence the F/A-18s which replaced the F-14 (and A-6) in the Navy
