If it helps, I'm 6'2 and 38" chest and my size M one of these is perfect. Large was way too flappy.
This is a bargain for such a good bit of kit

I'm 6'1 and 36" chest and size S fits spot on.
I can zip this up but it's tight on the chest and short on the arms. So I would say if you're a little under a 36 and shorter than I am, you'd be ok.
It's pro team so it's definitely not a commuter jacket. It's on the race end of the spectrum.
