Probably not, no. But the issue, as Yates himself has said, is that he struggles with the heat when he is not fully acclimatised to it. For the Vuelta, he's had the whole of the summer to get used to it, that's more challenging for the Giro.

How long does it take to acclimatise? I remember hearing several teams went to do training camps in Southern Italy to get used to the weather and roads. From memory he lives in Andorra so it's not like it would have been hard to get into Spain for training for a week or two.

Bike Exchange, or whatever they are called this year, did their pre-giro training camp in Andorra.

Budgetary reasons mainly, I’d think. Not everyone can afford Tiede.
