He had two good years as a GC rider. It’s better than just luck but it’s hardly like he had a palmarès as long as your arm for that sort of race. It’s a bit like van Avermaet; a good career with a couple of exceptional years rather than an exceptional career with some bad years (sort of Froome’s current form if we ignore the life threatening crash)
He is (was?) a great TT rider who had one exceptional Giro but the rest of his results don't show much in terms of being a multiple grand tour winner. Seems like a nice guy but pro sports are not about that.
