The "external rim" doesn't spin, it's an internal one which does, which is why you can see a cut out around the brake pads.

Except it's not really a diamond frame. I don't know what it is. It's not a beam frame. Maybe it's a ladies' frame.

Seems unlikely. It's not constrained by UCI, but it is constrained by the weirdness which is the tri market, which means compromises are made both to pack stuff on the bike for self-supported IM events, and to pack the bike into an airline friendly box for transport to said events. I expect the "fastest" diamond frame is one of the current generation of pursuit bikes.

Anyone remember Zunow? Used to be a highly thought of brand. The framebuilder was Mr T. Kageyama of Japan. This is a '90s show frame, currently on ebay. I suppose it was his way of building a steel Roubaix?
