How are those rim brakes going to work with that big fucking light bulging out of the wheels?

The "external rim" doesn't spin, it's an internal one which does, which is why you can see a cut out around the brake pads.
I think that whole cover stays still and the rim spins inside it. A bit like a massive, I don’t know, hub?
