I thought there was a rule that you couldn't abandon one WT race to take part in another that overlapped it- but Gaviria dropped out of Romandie and took part in Eschborn-Frankfurt.

Firstly, you can apply for an exemption from the UCI. Secondly, it depends on why you dropped out, so if Gaviria was sick then he’s free to race as far as I understand.
