The general idea is that Hvaldimir was trained by the Russian navy. There can't really be any other explanation as to why someone would invest that much time in taming him then make no effort to let anyone know once he escaped.
It's not cool. Whatever training Hvaldimir was given it has rendered him completely useless at fending for himself in the wild. The local community had to spend serious money feeding him large quantities of store bought fish on a daily basis.
