I think you misunderstand me.
Bars Down = rotated down not mounted lower.
Your bar rotation and hood placement looks correct. What I would question in your submitted photo is the bar tape bulk under the hoods making the transition uneven -

Ah, yes. I taped over the holes in the shifter body, where these lumps under the hood are meant to fit

Bars actually need to go up one or two degrees here and hoods up a tad.
Edit: actually maybe just rotate bars up. Hoods to bars transition looks good -
