It could be, but brake drop can be any arbitrary value a designer decides to make it, not a standardised dimension which has to fit other parts. If Tektro say 49-59, it's most likely because they mean it, and they're not under any pressure or obligation to replicate the 47-57 of Shimano mid-reach models.
Some caliper brakes (e.g. Shimano) say they have up to 57mm drop. Tektro say their mid reach brakes have up to 59mm drop.
Is this a typo, a quirk of measurement à la Deda handlebars being quoted as 31.7mm diameter, or are the tektros actually 2mm longer?
