Looks to me like a quite heavily modified old road frame....
There's a little brazed-on stop on the DT for band on shifters so it started out as a geared road bike.
Little bits of chainring at the brake bridge and bracing the NDS track end are cute but would not be original and presumably added at the same time as the track ends. Bottle bosses on the downtube might also have been added then ( the rest of the bike looks old enough to pre-date bottle bosses.
That said, it's a fun looking frame with some quirky additions and a decent quality build.

Hey Gang1 Ive got this sat in the UK & wanting to find it a good home (likely via LFGSS) ... however, For now I need to identify what exactly it is / might be.
I got what I believed to be a fair deal on it - through LFGSS - Years ago! And was informed it was likely a 80's Bianchi Pista-type frame ... Columbus Steel. it's DEF steel, thats for sure!
I would imagine the engraved coding on the head tube might give it away - but I have no idea. Any thoughts? #puzzle
