Probably GB, looking at the mounting hardware.
Edit: more likely Honjo.

Yep, definitely not GB. I fitted a pair of GB mudguards over Easter weekend and I'm still traumatized by the experience. Not because they were GB guards, just the general awfulness of fitting mudguards without a workshop stand.
