I'm not going to analyse the structure of the truss fork but I feel compelled to mention that a load that flexes a tube is still resolved to a reaction at the support of that tube, and that there isn't necessarily anything wrong with loading a bolt in shear (or indeed any other way if it has been engineered correctly).
