Full on embargo, club north Korea. No visas, no import/export, nothing.
Yes, some countries are too dependant on their resources, this should be addressed and worked on. Changes like this don't and won't happen overnight.
Entire Eastern Europe is still crippled from the damage of Soviet Union and it seems that the attitude of Russia didn't change much from good old soviet days.
