Ouch indeed. Hard to see exactly, but it looks as if the steward who suddenly jumped into the road to pull them out of the way may have been the direct cause of the accident. Some riders were moving to overtake the (slow moving, going more or less straight down the road) pedestrian but suddenly yellow jacket was in the way.

I think it's more the fact that the steward was watching the riders coming but didn't do anything about the pedestrian until it was way too late.
