No chance I've got the legs to ride to Kew to start the West to East then do it the other way and then ride back to North to finish off the night.
I propose meeting at West for 21:00 for a 21:30 wheels roll followed by bagels and tramp beers for anyone willing (weather permitting)

Start location being at Kew (Coach & Horses). -

Not sure about this divided ride thing, I'd prefer it to be one big group.
I'd marginally prefer West to East, if only 'cos we'd be less likely to disturb the locals by being rowdy at the end outside the Mayor's gaff than in genteel Kew. Also means we can get a pint at the start and tins at the end (and all the way through).
