I've never seen massive rolls of tape, but I agree it would be good to be able to buy a few metres at a time and just use what you need each time.
On a similar note, has anyone used old inner tubes as bar tape, much like the classic homebrew chainstay protector method? I'm pondering the idea, and wondering if I'm missing something obvious like it's massively uncomfortable on bare hands or something. I could try it on top of my current tape for a ride or two and see how it goes I suppose.
