He's arguing that Ukraine should be given large amounts of more sophisticated weapons than the hand held stuff they've been given so far, e.g. the big AA missile systems which can get Russian bombers at altitude and long range missiles to hit Russian artillery. They need months of training, which is one of the official reasons they've been refused so far.
