Update on Luna's nervousness walking on busy roads. I ditched the Halti as it was making the problem worse - it gave me more control, but just gave her something else to be worried about. I've just continued to practice and reward her good lead walking on quiet roads and gradually increase the busy routes.
I've been using a longish busy road (Loughborough Road, for those who know Brixton) , but with wide pavements and not too many pedestrians, which has helped to desensitise her to the traffic and allowed us to work on stopping each time the lead goes tight, without getting under other people's feet. It's also helped me to understand which vehicles most bother her - buses, dust carts and - ironically - bikes.
We're both still very much learning to manage her nerves in this situation, but we've made a lot of progress in the last week or so. As with most things with your dog, patience and hard work will eventually be rewarded. Thank you to @DethBeard for helpful suggestions.
