Depends on the rationale. If UCI says it's limiting people to one bike type for sustainability, there's no reason to follow. If they say tribars are not safe for road use, it's hard to see how a minor governing body like CTT could withstand the pressure to fall into line, regardless of the actual facts of the matter.
