I was under the impression that "most" of the speed restrictions are due to air quality rather than road safety.
There is a decent chunk of 4 lane A road near me that is 50mph (Basildon to Southend on the A127) and every extension is justified as to improve the air quality of the hundreds of homes housing estates they decided to build next to a fucking trunk road.
