A couple of summers ago my wife saw a pram/buggy roll down a slope into the middle of a 20mph road and a car barely managed to stop in time. Obvs just a guess but she reckoned it was clearly doing 30+. I don't think it can be argued that it's not a good thing for everybody to drive slower! Also really helps for mobility limited pedestrians crossing safely.
20mph zones get under my skin a bit tbh. Loads of surveys have found that a majority of people ignore the limit.
If they're necessary for safety, and the majority of people speed in them, then those zones should be strictly enforced with cameras. Either they are needed and should be enforced, or they are not and the limit raised. They clearly don't act as a deterrent.
