Cheaper than actual enforcement when Government policy is full austerity still.
I see your point. Rospa seem pretty sure that they help in terms of reducing average speed overall.

I can't find any info from later than 2016 but back then about 60% of drivers exceeded the limit in 20mph zones...it does sound like the existence of the zones has reduced overall speed though.
