If you want to unplug the Revo, as it has no switch, it's handier on the bar and the cable is less likely to end up in the spokes.
Having the light lower, on the fork, will cast more of a shadow on holes and bumps on the road making them easier to see. But it's not a big difference between the bar and the fork crown.
