The drive side drop out was worn so the wheel would touch the non drive side chainstay just behind the bottom bracket. This happened always and not just under load.
I'm not sure what the repair entailed bit it was done by a company here in Ireland called Altitude. It was well finished and has solved the problem.
If it had of been my own bike I would have went at it with the file.
Finished this for a customer today. Bought last year without the customer realising the seatpost was stuck. Eventually got the post out and the rest of the bike complete only to then realise it has a worn dropout. Repaired and repainted.
