I found the same with the new lines, I bought the camping trousers last year, had to exchange for a size up and they were still tight. Got some of the slim mid weights in the same size as the camping ones in this sale and they are tight.
It doesn't help there is no give in the waist (by design), I've got some older shorts in a smaller size and they fall off me.

My old 32 waist Swrve are a bit baggy on my waist, the new 31's I picked up in this sale I can't even button up. #sadface.gif
Edit, I also have old 31 x 34 just tried on and these fit perfectly. Odd the new are so different.
