I remembered you getting it but thought it was younger than that. I would guess that dismantling it will be a pain. Even the R80 was a couple of hours to get to the starter but I was lucky not to have to replace it.
Last time I heard about someone getting one changed it was on an ER6 and they paid around £700 in all.
It does seem most likely the starter. Disappointing on a bike that age. I had a similar problem on the R80, turned out to be the earth strap.
