UCI have banned Russian trade teams and events though riders themselves are not sanctioned. Zakarin won’t be falling off his bike for Gazprom Rusvelo.

Also said they'd allow riders with dual nationality to switch as quickly as possible.

I wonder if Sivakov is finally going to switch to a French license then. He chose a Russian one as a youth because he didn't think he would be selected on the French team, then kept it because he didn't want to lose out on Tokyo. If the IOC change their 3 years' rule too it might just give him the motivation to do it.
