I wouldn't rely on just that to ix to the roof, might be ok for small items but I would imagine the first bit of strong wind and they'd be off!
Proper way would be to break through the existing rood finish and create a upstand which could be fixed to the garage roof structure and the frame fixed tot the top and new waterproof layer bonded to the top of the existing roof and up and over the new upstand.Easy way would be some sandbags or similar heavyweights on the frame of the PV panels and not touch the roof membrane.
Is the condition of existing roof finish ok?
I was looking at this setup.
The roof of the garages is standard bitumen felt stuff, whatever it's really called, and I was going to bond the frame to the roof using Black Jack roof cement.
