I would say that even with original paint you are not going to achieve a nice even finish.
I would suggest just putting a dot of good metal paint (enamel?) over the chip - just enough to fill. Then let it cure, sand a little if not flat, and then put a black sticker/decal around the tube to make a stripe. Or any other decal you fancy putting on.
