These kind of bikes have small head tubes (low stacks, really) because of their level top tube, which increases standover if you don't decrease the head tube. It makes the frames look very badly proportioned in my opinion.
Looks like a negative top tube, same as the brother I commented on.
For a frame that's meant to be very bike packing / touring friendly the geo just baffles me
