Well, I recon that the two parallel lines are as far apart as railway lines. Also a railway station has been painted onto an electricity sub-station, so my guess is a disused railway line and this is on the site of where once stood a station.

Hmm, there are a lot of sisued stations in London. And most are associated with railway track...
