Could you get away with 35c + mudguards?
yep
for me the issue was mechanical advantage, lot of lever pull to actuate them a little which means if your wheel is even slightly out of true they rub

Yes you could - the ones on the geek are TRP CX9. Comfortably cleared 35 Jon bons and PDW guards in the past. Clearance only an issue if you are riding in conditions with mud build up.
