Is that not 20% VAT + whatever the import tax rate is on the product group and that's calculated from the value + shipping and the extra handling fee.

Import or supply VATWorking out what customs and/or excise duty might be payable is basically impossible for ordinary people. Eg for the coat example what and how was it made? Perhaps start at https://www.trade-tariff.service.gov.uk/sections/11
I think a women's coat made of man made fibres and weighing more than 1kg will have VAT at 20% and import duty at 12% if coming from the US.

Taxes to GB seem to be a mess, a mate of mine got a coat from the USA and hit charged 50% of the value in tax!
Which is not correct it should be 20% and courier fee.
Sorry to hear this it sucks you can't even get gifts :(
