What do you mean by that? Genuine question.
The main thing that I have found deeply awful in cyclist killed by car cases recently has been the sentencing, not the verdicts so much.

I think he may mean that people are likely to get careless driving sentence than dangerous driving when they killed someone in court.

I always feel that people are well aware the chance of them getting caught when driving dangerously are minuscule, so they happily drive however they like and take risks.
Stricter sentencing is good, but unless more people start getting nicked for bad driving and the road laws are enforced more, then it's unlikely to deter people who already practice bad habits.
Hopefully this change will stop the stupid "oh, but I'll lose my livelihood" defence rubbish that people come out with.

As I understand it nobody has ever been given the current maximum of 14 years, so in some respects what’s the point. Perhaps they would have been better served increasing the minimum term.

another example where the sentencing was clearly too lenient.
Declan Webster lost control of his Toyota Corolla after racing through the streets of Chesterfield with two other drivers – topping speeds of 84mph. The trio - including brothers Michael and Robert Bower - had spent several hours in a beer garden before driving off in their vehicles and racing each other in Brimington Road North in August 2020.
Sentenced to 16 months in prison.
