No more than under the floorboards in my house. (Electrocuted several times due to munched insulation) I don't see rodents bothering under the cladding when there's the base to live under.
Straw bales would also have the fire risk and issues with de-rating cables encapsulated by insulation.
I once found a cable that had been entirely uninsulated (about 100mm of it, outer sleeve and both cores) by a rodent without causing a trip. Little bustard was like a surgeon!
