Yes, loads of people selling them if you search for that. They are apparently better than shutters, according to a firm that sells bottom up blinds.

We have those, it’s more of a concertina than a roller blind. Blackout up stairs and opaque downstairs. The downstairs ones also can open from the bottom.
Much prefer them to the plantation shutters every second house seems to have and they allow privacy with a decent amount of light in by being put 3/4s up.
