Um, that's how business works. Specialized bought the frame for $300 in China and sold it for £1500 in the UK. Nothing would ever move if it wasn't worth more at the destination than it was at the origin.
If you're going to shit on people for hiking their UK prices in London's famous London, start with the giant multinational corporations, not some kid trying to make an honest couple of quid.
I mean, it's an optimistic price especially because the seller appears to have bought it in Bicester, and hiked the price £325 because he hopes to sell it in London. Still, he wouldn't be selling it if he didn't need to. The market's so tough he couldn't even afford new photos.
