Unless it can be show otherwise (flat edge etc), I'd imagine the wheels are at the end of their life given the rather 'unkempt', state of the bike. Brake tracks are likely well worn. Chainrings look decidedly worn-out too (or the big ring does at least).
Nice bike nonetheless. Be interesting to see it cleaned-up...
