Do you simply mean do the mudguards come pre-drilled or not? They do, but I don't think it's an issue as the stays have typically been so long so that they can be easily bent to a desired angle for disc brake etc.

Not quite, I was trying to find out whether the bracket that attaches the mudguard itself to the U shaped stay allows you to change the angle at which it attaches before you bolt it down,

Okay now I understood. It does, very easily as it's the same bracket used for attaching stays to fork.
