Doesn’t even need to be a state thing - cancel the original mortgage, compensate the owner for their deposit and repayments and transfer it to the occupant on mortgage terms of their choice (up to property lifetime). Like renting but they build equity - possible to pay it off with short terms or just cheap and transferable to the next occupant.
Bank makes money on interest, original landlord gets a lump sum, occupant gets cheap housing.
Well, why not? It’s the situation we have now, with the state paying off private mortgages, just without the inefficiency of an intermediary who already has somewhere to live.
