When has it ever been ok to pop to the shops if you test positive for covid? In France or anywhere else?

Well this is France, whom charge for antigen tests and PCR now so how many people are positive and can't afford to test?
Background: Liar tenant, claimed not to be vacinated as covid will be over by the end of summer, then claims to be vacinated and then claims to have covid and doesn't isolate and stays around me, then claims to have long covid.
Nah, currently France. Quick visits to the shop a problem or something there?
